While your article is extremely well written and sourced, I can&#039;t help but pick a few fights with your thesis. 

Yes, China has begun investing in healthcare since 2003, when 80% of financial services werel located in cities where 40% of the population lived. Since that time investment has been made in the pharma area and more invesmtment has been pledged. 

However, there must be a fundamental shift in the way that China pays it&#039;s bills. Public finance in china is based on a system where the central government accounts for over 50% of spending, while local townships are left with holes in their budgets for health care and education. Townships and villages are forced to put up land as collateral for off ballance sheet financing to pay for basic programs and invests government appropriated funds in private enterprise to hopefully make ends meet. 

This kind of practice must stop, and has led to the bloated debt to to the tune of 1.7 trillion USD.</description>
