		<description>Have you ever visited Saudi or Abudhabi . The bueaurucracy in these areas is a white elephant. Simple things would take you months and finally there is no initiative to improve returns on investments.

The fact you mentioned that these cities sit on 45% of oil explains it all. There is NO NEED for these cities to entice investors. 
With falling rents for excellent infrastructure in Dubai , &quot;relatively&quot; efficient government services  it still is a better choice in region for business to grow.</description>
